Finding of Failure To Attain the 2006 24-Hour PM2.5 Standards; California; San Joaquin Valley; Error Correction

What happened

In response to a court decision, the EPA is correcting its July 22, 2020 action by denying California's request to extend the attainment date for 2006 24-hour PM2.5 standards in the San Joaquin Valley. This means the December 31, 2019 attainment date is reestablished. The EPA, signed by Donald Trump, also finalized its determination that the San Joaquin Valley failed to meet these standards by that date, based on 2017-2019 air quality data.

Why it matters

As a result, California must update its state implementation plan. This updated plan needs to show how the San Joaquin Valley will quickly meet the 2006 air quality standards. It also requires a five percent annual reduction in fine particulate matter or related pollutant emissions.

Who it affects

  • State of California
  • Residents of San Joaquin Valley
  • Businesses in San Joaquin Valley
  • Those affected by PM2.5 pollution
